Two works can share a title. Which one charted?
Undercover took 48 chart places across 24 countries in our Korean panel. 33.3% of them were in Netherlands, and none were in South Korea.

Together they held 84 of 37,750 chart places — 0.22% of the panel.
342 of 902 Korean titles (37.9%) never charted in Korea at all, because a drama that airs on Korean television does not appear on Netflix Korea. Absence from the home chart proves nothing on its own.
So a title is removed only when all three hold: it never charted in Korea, Wikidata attributes no Korean work at all to that name, and the market it charted in most is one Wikidata names as the origin of a same-titled foreign work. The middle condition is what makes it safe — a name a Korean work also carries is never removed.

It cannot separate two works when a Korean work genuinely shares the name and the foreign one dominates the same market. Two titles failed here and were kept.
It says which work the chart row belongs to, not whether the other work exists, and it needs a foreign work Wikidata already knows about.

Two works can carry the same English title, and a chart row does not say which one it is. Thirteen titles in our Korean panel turned out to be foreign works. The test that found them is not the name — it is where they charted.
